Robert Reich, Obama's economic advisor, on 1/7/2009: new jobs shouldn't go to "high skilled people who are already professionals or to WHITE MALE construction workers". Further, the money should go to "others, the long term unemployed minorities, women".
You'd probably think that the new roads and bridges should be built by skilled construction workers regardless of the color of their skin. But the Obama administration doesn't think so.
You have to watch the whole video. And hear Charlie Rangel admitting that the middle class is too busy working hard to notice that they're being cheated. There's something about Rangel's obsession with cheating, remembering how he also cheated on his taxes.
